Mapping – database of persons with disabilities
The non-existence of a single database of persons with disabilities is a problem with who is facing whole society and primarily organizations, which are grouping and dealing with the rights of persons with disabilities. Year in year out, the number of persons with disabilities who are becoming members of particular organizations is increasing, so the number of male and female members of AYDM is increasing. With regard to the fact that the Association gathers youth and students with disabilities, the most of our male and female members are precisely registered during their high school and faculty. The absence of a single and comprehensive database relates to the fact that PWD organizations cannot direct their activities toward integral population (depending on type of disability, age etc. they are dealing with), but only towards their male and female members. Therefore, many persons with disabilities are deprived in realization of basic human rights, even in the part where they could act and affect on PWD. Apart of organizations, the data about PWD have “closed type” institutions, so-called Special institutions, thereafter Ministry of Labor and Social Welfare and within the Ministry Centers for social Welfare, and local authority. Some data on children with disabilities who are already part of inclusive and special education has Ministry of Education and Sports. However, all these data neither are integrated, nor are complete, and at the same time there are PWD who are not ranked in a system of evidention, especially it’s a case with PWD who are isolated, passive and “closed” within their families.

British Council within the Second phase of project Inclusive design is conducting activity of mapping/collecting database of persons with disabilities
In this project, British Council’s partners are Association of Youth With Disabilities of Montenegro (AYDM), University of Montenegro, Delta City and Labor exchange – Bureau of work Podgorica.
One of the aims of this phase of the project, besides the training in the field of graphic operations and pre-press (February 1st – April 1st 2012, University of Montenegro, Rectorate Building) and seminar on a subject of social entrepreneurship, is creating a comprehensive database of persons with disabilities in Montenegro, as well as organizations dealing with this issue. The purpose of this database is to create realistic picture of the situation in this area in Montenegro, which would be a starting point for all further activities undertaken by non-government organizations or state’s authorities. This database will be also important resource for PWD themselves to plan their own activities, for international organizations and specially will be relevant in creating/making and implementing national strategy in this area. This database should include also people who are already registered with the Bureau of Labor as those who are not registered.
In that sense, please give your contribution in creating this database, filling in questionnaire, which will be sent to you after reporting. The data which we get using this analysis will be published on the portal www.disabilityinfo.me and used as for free communication between individual and organizations of persons with disabilities (PWD), so and between PWD and other organizations, institutions, media, donators and general public
